With more than 700,000 people worldwide affected by the coronavirus, we as a global community face a pandemic unlike anything any of us has ever seen.  During this time, China Telecom’s and China Telecom Americas’ primary focus has been the safety and well-being of our employees, colleagues, and communities around the world.

China combines a vast geographic area, an aging population, and a lack of infrastructure outside of its major metropolitan areas that would lead one to question its ability to create a blueprint of effective telemedicine that can be replicated in other markets.

Examples of how China Telecom has leveraged technology to serve the greater good

In response to the recent pandemic, there have been several examples of how China Telecom has leveraged technology to serve the greater good.  Some of these examples include:

  • Working to deliver China’s first 5G remote diagnosis of new coronavirus pneumonia using advanced 5G technology with the high bandwidth and low latency required to improve diagnosis and treatment.
  • The use of the China Telecom network to aid in the rollout of online learning programs to support students across China who are not allowed to meet in their usual manner. This has been implemented across all levels of education from primary and middle students to the more than 563 undergraduate courses offered being offered by Peking University that utilize online video, group chats and live streaming.
  • Outside of illnesses related to COVID-19, patients are being treated for a variety of other ailments – both physical and psychological – by doctors and institutions who understand the desire of the public to avoid hospitals as they practice social distancing.
  • The launch of the “5G + Cloud + AI” pneumonia intelligent auxiliary analysis system that improves the accuracy of virus detection and shortens the time of CT scanning. Early data shows that the system can control the reading time within 1 minute through the AI ​​algorithm, with detection accuracy greater than 90% which represents a significant improvement in the efficiency of epidemic diagnosis and treatment.
  • The establishment of the “5G AIoT Anti-epidemic Resumption Solution Online Launch Conference,” focused on exploring how to apply the Internet of Things, 5G, AI and further cloud and network integration to prevent and control epidemics.
  • The use of location data from consumer mobile devices to help identify the travel patterns of carriers of the COVID-19 virus.

While these represent only a handful of the efforts underway, we are confident that use cases like these will ignite further innovation around how technology can be applied to improve healthcare, to control the spread of this virus, and to prevent future outbreaks.

The Chinese market for content consumption is massive.  More than 802 million citizens are now actively using the internet.

For the first time, adults in China now spend significantly more time with digital media than with traditional media.  The average citizen spends 3 hours and 54 minutes with digital, representing more than 58 percent of their time with digital media.

Taking advantage of this large and growing appetite for content in China can be tricky if you don’t choose the right Content Delivery Network (CDN) provider.

Content Delivery Networks (CDN) In China

Distributing content to users in China is not the same as it is in many other places worldwide.

Implemented in 2006, the Golden Shield Project established a complex filtering system for online content.  Websites are required to be licensed and content must adhere to Chinese regulations.

Working with a provider that is licensed in China is crucial to overcoming some of the challenges Chinese regulations create.  You want to work with a CDN provider that has experience working with Chinese regulatory agencies and a strong understanding of what is acceptable.  Make sure they are a licensed Network operator and can help you with following the right steps for Internet Content Provider (ICP) registration administered by the Chinese Ministry of Industry and Information Technology (MIIT).

Without this license, storing, caching, or delivering content within China is not allowed.  CDNs must be licensed even if they deliver content from outside of China.  If they are located outside of the country, however, they can face significant hurdles to delivery.

Global CDNs will deliver content anywhere in the world.  They will have servers throughout the world to provide low latency and fast online delivery.  However, not all CDNs are registered for content delivery to Chinese internet users.  If you choose to work with a global CDN, you need to make sure they partner with Chinese CDN providers licensed to do business in the country.

Be careful of CDNs located in Hong Kong.  While content may be delivered using servers outside the mainland, Hong Kong’s networks are separate from mainland China.  Performance can be greatly reduced, and some content may be blocked.

China Edge Delivery

Companies that are not able to secure an ICP license to deliver content from inside China may still be able to provide content by using an Edge Delivery infrastructure.  Content can be cached from servers in the region and then connected to exchanges the provide IP-peering to networks within China.

This bypasses the requirement for an ICP license as long as you work with Edge network providers like China Telecom that are licensed.

Important Factors To Consider

Here are some of the other important factors you should consider if you want to deliver content to Chinese consumers.

Fast Online Speeds

You need a CDN that is highly responsive and fast.

Online performance can dictate whether someone engages with your content or moves on to something else.  40 percent of internet users will abandon websites that take more than three seconds to load.  Even a delay of as little as one second in response can reduce conversions by 7%.

You will also want to make sure your CDN provider allows for dynamic acceleration.  This will allow dynamic data and content delivered from servers to bypass standard Chinese internet nodes and deliver through a more direct path.  This increased efficiency speeds up delivery and reduces latency.

CDNs that have a presence in China often achieve speeds 50 percent greater than those using servers outside of China.

Optimized For Mobile

Government improvement in developing rural infrastructure has increased mobile usage by older adults.  Mobile usage itself has increased and now represents 98 percent of internet users.  Your CDN should optimize delivery performance for mobile.

Distributed Content Delivery Network (CDN)

A CDN that can efficiently deliver content throughout China will have PoPs (Points of Presence) dispersed throughout mainland China.  While they may have prominent positions in large metro areas, they should also have PoPs closer to rural areas.

Congestion can occur at chokepoints between China’s largest ISPs due to the sheer volume of traffic, so be sure to know what network your end-users subscribe to in order to make sure you deliver a fully on-net user-experience that avoids chokepoint congestion between peering partners.   ChinaNet (AS 4134) is the largest internet network in China in terms of eye-balls so using China Mobile or China Unicom to deliver website content on ChinaNet could negatively impact performance and availability for your ChinaNet users.

Efficient Delivery Of Video Programming

84% of Chinese residents report they watch video programming at least occasionally, according to a study by Nielsen. 75% say they watch on-demand video content at least once a week.  That’s more video consumption than any other country in the world.

Meeting this significant and growing appetite for online streaming and video content means selecting a CDN that can manage large volumes of traffic efficiently.

The Fastest Growing Online Market In The World

China is the fastest growing and potentially largest online market in the world.  Failing to work with the right CDN provider can limit access to your content or potentially lead to it being blocked completely.

With increasing demand for bandwidth in China, continued investments in optical wavelength transmission capacity have been needed to relieve chokepoint congestion and improve enterprise application delivery.  China Telecom has addressed this need with the completion of Phase 1 of its next generation global Optical Transport Network (OTN).  The new OTN looks to eliminate such nagging problems that enterprise customers are facing with long delivery times and difficult bandwidth adjustment.

China Telecom’s new OTN brings many features

China Telecom’s new OTN brings many features such as bandwidth-on-demand, low latency, high speeds and reliability, and wide coverage.  These features look to improve on the status quo when it comes to enterprise service.  Other features that OTN also bring to the table include cloud network integration features, comprehensive end-to-end protection, 50 ms automatic recovery, and a guaranteed 99.99% network uptime.  A self-service portal with the ability to adjust bandwidth and an initial service delivery time of 7 days round out the features for China Telecom’s new OTN.

Speed is vitally important to any network and China Telecom reads you loud and clear.  The premium Optical Transport Network exceeds 300 Tbps and can have a cap of 100G which is 40 times higher than the current SDH network.  Providing high speeds across the network with 2M-100G end-to-end channels covering wide ranges of service bandwidth granularity.  The OTN also provides support for both TDM services for STM1/4/16/64 and packet services for Fast Ethernet (Fast-E), Gigabit Ethernet (Gig-E), 10G Ethernet and 100G Ethernet.

Due to China Telecom’s system upgrade of their incumbent optical network and equipment, low-bandwidth latency of metropolitan networks will lower by more than 50%.  This improvement will also shave ping times down between cities with one-way delays lowered to less than 5.5ms per 1000 km.

China Telecom is introducing their new OTN in phases

China Telecom is introducing their new OTN in phases with Phase 1 being completed this past Summer.  Phase 1 covered 16 cities including:  Shanghai, Beijing, Shenzhen, Hangzhou, Guangzhou, Nanjing, Chengdu, Wuhan, Tianjin, Suzhou, Chongqing,  and Xi’an.  The remaining 112 cities that will take part in the OTN will be successfully rolled out and operational by December 2019 and include Points-of-Presence (PoPs) at key interconnection data centers globally.

November 21, 2018 SANTA ROSA, Calif. – Keysight Technologies, Inc. The extended collaboration supports China Telecom’s 5G new radio (NR) device trials using Keysight’s 5G NR network emulation solutions, based on the company’s UXM 5G wireless test platform, for protocol and radio frequency (RF)performance validation. China Telecom has announced they deployed a new 5G base station in Lanzhou, in China’s Gansu province, expanding its pilot project for 5G networks to six cities. The telco previously deployed 5G base stations in Shenzhen, Shanghai, Suzhou, Chengdu and Xiong’an new district in Baoding.

China Telecom said it plans to run laboratory and networks tests until the end of next year, before commencing pre-commercialization of 5G technology in 2019. The telco aims to launch commercial 5G services in 2020.

China Telecom set up its 5G station in tech city Shenzhen

China Telecom set up its 5G station in tech city Shenzhen in early October covering various industrial zones including Shenzhen Software Industry Base. With these 5G base stations, the Asian operator said it can undertake end-to-end testing for key 5G technologies.

Last month, China Telecom signed an agreement with the China Academy of Information and Communications Technology (CAICT) to collaborate on several areas related to 5G including smart manufacturing, internet of things, smart cities, Big Data and networking.

China Telecom also said it is also looking into the use of cellular networks for emerging areas such as augmented reality (AR), virtual reality (VR), the internet of vehicles.

Last month, the Chinese government kicked off the third phase of 5G technology research and development tests. China’s Ministry of Industry and Information Technology said the third phase of technical tests aims to get pre-commercial products ready for when the first version of 5G standard comes out in June next year.

China recently completed the second phase of 5G tests. The Asian nation established the IMT-2020 development group in 2013 in a move to foster the development of 5G technologies. The IMT-2020 Promotion Group completed the initial phase of its trial program in 2016. That phase included testing wireless technologies including massive multiple-input-multiple-output, novel multiple access, new waveforms, advance coding, ultra-dense network implementations and high-frequency communications. The trial phase also included network slicing, edge computing and network function reconstruction.

APRIL 04, 2017–China Telecom and UROS Uni-fi Roaming Solutions today announced a partnership to provide international travelers with high-speed mobile internet in both China and Hong Kong at a fixed and affordable daily rate instead of costly roaming service.

China Telecom (CT) will provide 4G mobile service in China & Hong Kong

China Telecom (CT) will provide 4G mobile service in both markets to give UROS’ users a consistent internet experience. Besides traditional physical SIM cards, this partnership also covers the delivery of mobile service through eSIM technology that is compliant with the latest specifications and guidelines for remote SIM provisioning as laid out by the GSM Association (GSMA), a global association of mobile device makers and mobile network operators.

China Telecom, the world’s eighth largest wireless network operator by subscribers, has agreed to collaborate with Global Vision Media Technology on rolling out key infrastructure that will support nationwide, satellite-based “connected car” services.

Global Vision Media is a joint venture between Hong Kong-listed CMMB Vision Holdings and Global Broadcasting Media Group, a subsidiary of the state-owned China Radio International.

“Under the agreement, China Telecom will render its terrestrial 3G and 4G mobile network to combine with the company’s L-band satellite broadcasting network to develop a convergent mobile delivery network,” CMMB Vision chairman and chief executive Charles Wong Chau-chi said in a regulatory filing on Tuesday.

The cooperation with China Telecom, which had 215 million mobile subscribers at the end of December, marks CMMB Vision’s latest effort to step up the commercial deployment of a new “multimedia broadcasting service platform”, capable of bundling high-quality video, audio and internet data services, as well as precision navigation, to hundreds of millions of potential subscribers in the world’s biggest car market by sales.

The Global Vision venture serves as the company’s operating arm.

That platform will be made possible by the mainland-developed multicast technology known as Converged Mobile Multimedia Broadcasting, which CMMB Vision has long been promoting. The Global Vision venture serves as the company’s operating arm.

CMMB Vision plans to deploy a nationwide trial network for its multimedia broadcasting platform this year, paving the way for commercial deployment next year.

In April, Wong pointed out that “satellite mobile broadcasting is the most effective way of distributing entertainment services to vehicles”.

“China is the world’s largest car market with more than 250 million vehicles, yet there is a severe lack of in-car entertainment and media services,” he said at the time, noting the limited coverage and expensive data rates under existing 4G network services.

Apart from satellite capabilities, Global Vision will provide media content and channel programming, in its latest collaboration, while China Telecom will also deliver its internet data centre facilities and online content distribution network, according to Wong.

China Telecom told the South China Morning Post on Tuesday that it will “continue to adopt an open approach in exploring collaboration opportunities and develop the service eco-sphere with business partners”.

Global Vision’s pact with China Telecom followed a partnership it forged in January with the China Internet Information Center, which runs the leading portal for Chinese news and information services targeting a global audience.

Wong said the cooperation with China Internet Information Center will enable Global Vision “to aggregate, develop, and create a variety of video, audio, and data content suitable for in-car consumption”.

In December, Global Vision announced a series of strategic alliances with seven major domestic suppliers of car-mounted mobile terminal electronic devices that would help jointly promote and develop new applications under its proposed multimedia broadcasting service platform.

Those suppliers are Huizhou Desai Xiwei Automotive Electronics, Datang Instrument Technology, Shenzhen Hang Sheng Electronics, Yixin-Jiangsu Science and Technology, Xiamen Yaxun Network, Shanghai Botai Yueqin Electronic Equipment and China TSP (Yuante) Company.

“Collectively they represent the complete supply-chain for research and development, manufacturing, testing, installation and sale of car-mounted applications and terminal devices,” Wong said.

China Telecom Americas recently announced that the second upgrade of Trans Pacific Express (TPE) cable network has passed Provisional Network Acceptance (PNA) and is now ready for service. All parties engaged in the upgrade can put their relative capacity into commercial service.

Trans Pacific Express (TPE) cable

The TPE cable is a submarine cable system which officially started its commercial service in 2008 with multiple landing stations located across Mainland China, Taiwan, Korea, Japan and the United States. Designed to directly link both sides of the Pacific, the TPE has been widely recognized by global enterprises as the first choice for a low latency transmission route between China and the USA.

Second upgrade in the TPE cable’s lifecycle

Beginning in 2014, the second upgrade in the TPE cable’s lifecycle introduced 100 Gb/s DWDM technology, which significantly increased the capacity to 9.6 Tb/s in the trans-Pacific segment and to 17.2 Tb/s in the Intra-Asia segment. China Telecom assets include 10×100 Gb/s bandwidth across the trans-Pacific segment and 4×100 Gb/s bandwidth in intra-Asia segment according to the configuration of the latest upgrade.

With the added capacity of China-US bandwidth brought by the completion of the upgrade, the TPE cable network will effectively meet the rapidly surging demand for low latency Trans-Pacific network solutions for years to come, as well as satisfy demands across Intra-Asia and the China-Japan-US networks.
