China Telecom Americas and Its Global Affiliates’ Secure Networks Provide Defense Against Routing Threats

WASHINGTON, May 10, 2022 — China Telecom (Americas) Corporation (CTA), a leading provider of communications and IT services, is celebrating its one year anniversary of having CTA and its global affiliates’ backbone networks validated by Mutually Agreed Norms for Routing Security (MANRS). MANRS is a global initiative that provides crucial fixes to reduce common routing threats faced by network operators worldwide. After finalizing the MANRS process last year, CTA’s routes have been accepted in the MANRS network operator program, signifying that enterprises using CTA’s networks are transmitting information across secure routing infrastructure.

MANRS works with network operators, internet service providers, content delivery networks, cloud providers and equipment vendors to monitor and provide solutions for common routing threats like route hijacking, route leaks and IP address falsification. These routing threats can lead to an enterprise becoming a victim of distributed denial of service (DDoS) attacks and other similar breaches, which can prevent users from accessing mission-critical applications and result in a loss of revenue and productivity.

In Q3 2021, DDoS attacks worldwide increased by 44%. Enterprises are increasingly relying on connectivity infrastructure to conduct business and reach customers. China Telecom’s MANRS-accepted networks are a testament to its ongoing commitment to routing security.

“Being verified by MANRS reflects our commitment to provide secure internet routes for our customers. Adopting MANRS as a tier 1 communications service provider required a multi-million-dollar investment, with even bigger investment from our parent company,” says Luis Fiallo, Vice President for China Telecom Americas. “Our first network was accepted by MANRS in late 2020, and we’re proud to say that the rigorous process has resulted in a more secure network with no major routing issues for our customers.”

Including the addition of China Telecom networks AS4134, AS4809, AS23764, and CTA’s AS36678, MANRS had a year of tremendous growth. Last year, MANRS added more than 160 participants, who managed nearly 780 autonomous systems across six continents, further advancing its mission of reducing common routing threats. CTA’s actions help bring routing security into main view—especially in markets that are hard to reach—and are inspiring other big players in the industry to do the same.

The theme of this year’s gala was “Resilience and Appreciation.” Hosted by CGCC and the CGCC Foundation, the gala gathered over 300 of the uppermost business leaders, government officials, and representatives from American and Chinese business communities to celebrate the Lunar New Year.

Speakers of the evening included: a) Chen XU, Chairman of CGCC and President & CEO of Bank of China U.S.A.; b) ​​Kathy Hochul, Governor of New York; c) Eric Adams, Mayor of New York City New York; d) Steven Fulop, Mayor of Jersey City, New Jersey; e) Evan G. Greenberg, Chairman and CEO of Chubb; and f) Gang QIN, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the United States of America. Gang QIN emphasized that “The business community should continue to serve as a bridge and a bond between our two countries, to cultivate the objective and rational view of both sides and tell the story of cooperation.”

The night followed with an award ceremony, a special presentation, and a fireside chat with David Schner, President and Executive Editor of LEADERS Magazine and Ray Dalio, Founder, Co-Chairman and Co-Chief Investment Officer of Bridgewater Associates.

Eric Adams, Mayor of New York City, New York, addressed the rising hate crimes against Asian American and Pacific Islander communities in New York City by saying, “Our potent secret weapon against COVID might be vaccines, but our weapon against hate is our diversity.”

In closing, CTA’s President Mr. Tan remarked “Cultural exchange, communication and collaboration are the vaccines that prevent the scourge of suspicion, hostility and conflicts. We are the antibodies, fighting for a trusting and compassionate world, at a time when calls for isolation seemed epidemic.”

The award honors U.S. or Chinese companies and business leaders who have not only seen success globally, but also value and support efforts to increase U.S.-China engagement, people-to-people exchanges, and mutual understanding. It was presented to Mr. Tan by Dr. Chi Wang, Co-Chair and President of USCPF.

Held virtually this year, the gala hosted a panel of experts—including scholars, diplomats, government officials, business leaders, and journalists—to examine the importance of improving U.S.-China mutual understanding and engagement through discussion of various topics related to “U.S.-China Relations: Reflecting on the Past Year and Looking Forward to the Future.”

In accepting the award, Mr. Tan remarked, “A circuit between New York and Shanghai means more than wires and signals. Out-of-Band Management

CTA’s dedicated WeCare Team provides remote monitoring and management of devices through the LTE network, modem, or dedicated WAN line. When the customer’s primary network fails, WeCare can provide instant troubleshooting.

OOBM will not occupy customer’s existing production network and will not affect business operation. The LTE connection that comes with the OOB equipment, rather, can work as a backup line to the customer’s primary internet connection on critical equipments/systems.

Routing Security Best Practices Implemented throughout China Telecom’s Core Networks

WASHINGTON, June 1, 2021 — The Mutually Agreed Norms for Routing Security (MANRS) officially announced that another China Telecom backbone network, AS4809, met its community-led routing security standards. MANRS accepted three other major China Telecom networks in December 2020. This announcement means that all of China Telecom’s backbone networks successfully implemented the routing security best practices of MANRS.

MANRS is a global initiative, supported by the Internet Society, to work with operators, enterprises, and policymakers to implement crucial fixes needed to reduce the most common routing threats. The MANRS initiative was created in 2014 by an international group of network operators. It is now adopted by a rapidly growing community of more than 500 network operators, Internet exchange points, content delivery networks and cloud providers from over 60 countries across all continents. By joining MANRS, China Telecom joined a global community of security-minded organizations committed to making the global routing infrastructure more robust and secure.

Remarking about China Telecom’s successful MANRS implementation last December, Dr. Joseph Lorenzo Hall, Senior Vice President – Strong Internet, at the Internet Society said: “MANRS worked closely with China Telecom engineers for over a year to implement the MANRS actions. The assessment of China Telecom’s networks has been thorough and deliberate, and we were impressed by their commitment to routing security and effectiveness in implementation.”

China Telecom began the process of joining MANRS several years ago and collaborated with the MANRS team to implement the best routing security standards on all of its major Internet networks. With its dedicated systems and network-wide routing policy optimization, China Telecom strives to prevent any route leaks, hijacks, bogon AS and bogon prefixes.

The four China Telecom networks accepted by MANRS to date are AS4134, AS4809, AS23764 and AS36678.

CTA has announced plans to develop IP backbone infrastructure in Latin America

China Telecom Americas (CTA) is developing a significant network expansion in Latin America.

Specifically, the company has announced plans to develop IP backbone infrastructure that connects its existing global network to new PoPs in Fortaleza, Brazil; Buenos Aires, Argentina; Santiago, Chile; Lima, Peru; Panama City, Panama; and Mexico City, Mexico, over the next 3 years.

“Latin America is an exciting market for our company. Based on the success of our Brazil operations, we are confident that other key cities across the region will result in commercial success,” said Luis Fiallo, vice president of Latin America at CTA.

“Our network expansion plans will give us the foundation to serve customers in the region and from across the world. It will also enable us to offer new technologies like 5G, Internet of Things (IoT) and Smart City technologies that will greatly benefit the region.”

CTA’s regional and global presence is well placed to meet the growing demand for connectivity in Latin America, both within individual markets and globally. Working with local and global suppliers, CTA has connectivity options east to west across Latin America, as well as building connections to North America. In addition, it also leverages existing subsea cable investments reaching Europe, Africa and Asia.

According to Cisco’s Annual Internet Report, Internet penetration is expected to reach 70% of the Latin American population by 2023.  The number of connected devices will also grow from 2.2 per capita in 2018 to 3.1 by 2023.

WASHINGTON, D.C., April 15, 2021 – China Telecom (Americas) Corporation (CTA) Vice President, Luis Fiallo, delivered a keynote speech at the 2021 Global China Connection (GCC) Summit, on “New Technologies Reshaping Our World: Connectivity (5G & IoT)”.

The 2021 GCC Global Summit was hosted by Pennsylvania State University (PSU), which featured panel discussions on a broad range of topics, including business, investment, innovation, healthcare, technology.

Mr. Fiallo was invited to be the opening keynote speaker of the Technology Panel. The speech was followed by a fireside chat between Mr. Fiallo and two student leaders from PSU, Leonardo Girlando and Cecilia Gong.

Convergence of 5G, Artificial Intelligence, Machine Learning, and Internet of Things technologies

The convergence of 5G, Artificial Intelligence, Machine Learning, and Internet of Things technologies was a key topic in Fiallo’s remarks. As these technologies mature and amplify each other, a new wave of digital transformation has appeared on the horizon, poised to revolutionize the ways people work, live and connect even more significantly than the advent of the Internet and smart wireless devices.

Along with progress, come challenges. Fiallo pointed out that data is now seen as a valuable global commodity, but fragmented information governance at the global level may become inadequate to safeguard data. Fiallo proposed, developing standards for digital transformation and data protection calls for unified efforts from governments, NGOs, and corporations around the world. The concept of cybersecurity governance is relatively new, but companies such as CTA have invested decisively in developing corporate policies that govern data privacy.

Drawing from a number of promising trends in the telecom industry, Fiallo concluded with a confident forecast for the future of the global digital economy and its benefits to society. “The telecom industry working with OTTs, technology/software companies, even governments, is still facing many challenges, but collectively it’ll give us a lot of things to build for the future, for a new way of life”, said Fiallo, “we are just seeing the beginning.”

Routing Security Best Practices Implemented Across Its Major Networks

WASHINGTON, Dec. 10, 2020 /PRNewswire/ — The Mutually Agreed Norms for Routing Security (MANRS) officially accepted China Telecom as a participant in the network operator program, announcing that three of China Telecom’s major networks have met its community-led routing security standards.

By joining MANRS, China Telecom joins a global community of security-minded organizations committed to making the global routing infrastructure more robust and secure. Supported by the Internet Society, the MANRS initiative was created in 2014 by an international group of network operators. It is now adopted by a rapidly growing community of network operators, Internet exchange points, content delivery networks and cloud providers as the way forward to reduce the most common routing threats.

“Routing security events can critically disrupt the security and resilience of the global Internet and major global network operators continue to face challenges in mitigating these technical security issues – such as BGP route leaks and route hijacking. Through its efforts to join the MANRS initiative, China Telecom sets a positive example for other large operators who may be considering better routing security measures. China Telecom began the process of joining MANRS several years ago. The company invested in dedicated systems to monitor route leaks, hijacks, bogon AS and bogon prefixes, and implemented network-wide routing policy optimization. Furthermore, besides Internet Routing Registry (IRR) based filtering, China Telecom has started to drop all Resource Public Key Infrastructure (RPKI) invalid route announcements from its EBGP customers on these networks.

“It is a tremendous honor to be accepted into the MANRS community. Even though internally it is always clear to us that we are committed to providing the most secure and reliable networks for our customers, joining MANRS is an unequivocal demonstration to the outside world of that commitment”, said Xu Tan, President of China Telecom (Americas) Corporation (CTA). “I am particularly proud of the role CTA played in the process,” he added, “our presence and outreach in the U.S. created the conduit that connects the rest of the China Telecom to many of these international best practices.”

The three networks that are accepted today are AS4134, China Telecom’s main backbone network, China Telecom (Global)’s AS23764, and China Telecom (Americas)’s AS36678.

The remainder of China Telecom’s backbone networks, AS4809, is in the implementation process and expected to meet the same standards in 2021.
